Led the formation of synergistic ownership structures including public-private-partnerships (P3), transit-oriented development (TOD) projects, and diverse business holdings resulting in numerous press accolades.
As founding Principal of Western Peak, Inc., David Fiore brings 30 years of experience managing diverse real estate holdings and projects for airports, Corporate America, private enterprise and government. His experience extends worldwide for major corporations including Budget Group, Inc. (Budget Rent a Car Corporation, Cruise America, Ryder Truck Rental, Other), Lockheed Corporation (Lockheed Air Terminal), and Pan Am Airways as a member of its World Services airport management division. David has worked on projects throughout Europe, Asia, Central and South America and the Caribbean.
As member of Budget’s legal department in the capacity of Director of Airport Affairs, David managed more than $300 million in real estate assets nationwide and projects ranging in size from $40- to more than $350 million totaling more than $3 billion. David was on the ground floor joining industry leaders in the advancement of Consolidate Rent-a-car (CONRAC) facilities that improved customer service, addressed curb congestion and environmental issues, and other matters important to airports and communities nationwide. David also worked with Budget’s executive team at the C-level on its due diligence related to mergers, acquisitions and divestures of company assets for Budget, Ryder Truck Rental, Cruise America and other holdings that ultimately were sold to Cendant Corporation (Avis-Budget).
David has solid Airport City and Aerotropolis oriented experience leading transportation oriented development projects through much of his career. One of Chicago’s advisors [Peter Burchard] for the O’Hare International Airport Modernization Plan stated “David’s understanding of the complex nature of transportation, airports, property and local government was unmatched in Chicagoland….he was a community and regional leader in economic development.” David served on the Chicago Metropolitan Airport Capacity Committee and other regional transportation planning committees as an elected official for one of Illinois’s largest municipalities, Naperville. In the recent past, the Denver Post reported that “Fiore’s mediation experience” provided the skills to effectively reorganize one of Colorado largest real estate development trade organizations. David’s hands-on real estate implementation expertise brought a keen understanding of the entitlement issues confronting the industry that David used to effectively chair the organization.
David began his career as a commercial pilot and transitioned to the marketing team for Chicago’s Priester Aviation — then owners of the busiest general aviation (GA) airport in the nation – the Palwaukee Airport. David worked his way up from a GA airport to non- and small hub-airports before he ultimately co-managed the properties department for San Francisco International Airport (SFO). SFO was a leader at the time to drive new concepts in airport concession programing. David played a key role in managing market basket pricing initiatives including local participation and minority business programming. David also accepted an assignment with Lockheed as a consultant to support it’s due diligence team on projects, such as, the privatization of Luton International Airport in the United Kingdom before attending law school. The nexus in David’s career has always involved real estate and government and airports.
David received his Bachelor of Science Degree from Southern Illinois University with an emphasis in aviation and airport management. He later secured his Juris Doctorate degree from the University of Denver College of Law where he was awarded at graduation for bringing the “Most Innovative Program within the Law School Community” for his efforts to transform the Transportation Law Journal (TLJ) to be one of the largest circulated law journal’s in the country. David was editor-in-chief of the TLJ and has scholarly publications addressing topics such as Expanding International Air Service to More U.S. Cities and Intermodal Transportation for the Environment. For Western Peak, David led diverse projects including entitlements, capitalization and the purchase and sale of assets such as an off-airport parking business and real estate holdings from Budget to Western Peak and ultimately sold to LNR Investments (Wally Park); the acquisition of 24-homes under a single purchase transaction, entitlements and the sale of property located directly across from TF Green International Airport in Warwick (Providence) RI; the acquisition of an Aspen CO based lodge and related food and beverage operations resulting in press accolades from NBC’s Today Show, Inn of the Month in Ski Magazine and others. David led highly intensive mobilization efforts and related contracts with ESPN serving more than 15,000 meals in 10 days to competitors and crews for Winter X Games. David brings a unique real world experience as an entrepreneur to lead by assessing the strengths of a team including internal and external stakeholders to align the organizational energy of the collective rather than a few to optimize results.
